I posed this question to my father (whose hobby is the study of crazy/corrupt officials), who said that his motive was likely to block transportation for the working poor. He said this was likely the same reason he wanted to do away with public education. This is the sanest possible motive I’ve heard so far, though obviously not a very well-thought out one.
